From the preface of the book: "This dictionary is intended to pull basic information about Early Zhou words together with translations into a Western language — English. Unlike all the other reference works, the dictionary deals with the words of the language, not Chinese graphs. Therefore, CHÉNG4 ‘to ride’ and SHÈNG1 ‘vehicle’, though written with the same graph, each have their own entry. Conversely, a word like BÌ9, though representable by two different graphs, is one word and one entry.
...Because there are so many problems with interpreting Early Zhou Chinese texts, no dictionary of this kind can claim to represent the “last word”. It is hoped that the reader will still find it useful as a collection of materials, even when he follows other authorities in the interpretation of individual passages and words."
